#4 Faster Tagging

To change the tags, id3v2 rewrites the whole mp3 file.
It is possible to rewrite only the first and last block
of the mp3 file.
This results in faster mp3-file tagging.

A parameter of the TAG-size would be helpful. It can be
select how big the tag area will be. The unused part shall
be filled with "00". For retagging with a bigger size
the oversized area of the last tagging can be used.
