#10 v1 -> v2 question/request

I'm not sure if this is how id3v2 handles converting v1
to v2 right now, but if not, could it be implemented?

It would be nice if when copying id3v1 tags to id3v2,
to have a mode where it will only fill in the id3v2 tag
fields that are blank. I sometimes get mp3's where
id3v1 has more information than id3v2 tags, but the
info in the id3v2 tags is correct, and sometimes
carries more information for the fields it does have,
this would be a great way to copy that information over.

If it already does this by default then just ignore
htis request.
