#20 COMMFrame.ParseFrameBytes sets language incorrectly
COMMFrame.ParseFrameBytes() sets language incorrectly
to upper case. According to the ID3v2.4 spec, all
language codes should be lower case, unless the
language is unknown, for which the code should be
"XXX". The ID3v2.2 and ID3v2.3 specs say to use
ISO-639-2, in which all language codes are lower case.
