#8 has_tag and encrypt= from dictionary don't seem to be usable

I'm working with a vendor, and we are using dictionary.tunnel.
Currently the server is NOT encrypting the Tunnel password, but
according to the dictionary file, it has has_tag,encrypt=2.

I don't seem to find where this information gets into the dictionary
tables, nor where we can use them from there.

Can someone help me here?
