I have icqmail running
and my network connection went down
for 3 days. Apparently icqmail
never noticed that
and kept sending pings to the server.

Don't know how did you fix it, I think it was icqlib problem...
Recently fixed in icqlib by implementing outgoing packet queue and packet resending code.
