#11 dynamically change visibility lists

The visibility lists work the same as the contact list, in that they act cumulatively to avoid the 450 byte limitation.
Because of this it would not normally be possible to remove somebody from the vis or invis lists, so the
CMD_UPDATE_LIST message exists. This patch makes icqlib use that message.
