[icqlib-dev] [patch] update result notification

Description: This patch adds info update result notification (failure or
succes). Adds two callbacks, one for success and one for failure.  Adds
one messagetype (UDP_SRV_UPDATE_FAIL). Please let me know if this is not
the right way to do it.
