#4 send down notification not every ping

"One thing I noticed with the last version
was that the feature to page over and over isn't configurable, it just
chooses whatever your max_delay I believe. This unfortunately caused in
about 500 email messages to be sent my alphanumeric
pager :)

one thing I would love to see is the ability to
change the time in which it monitors the server and updates, ie - it
recognizes the server as down but only sends a page every 2 minutes until
the system is backup instead of every time it pings it."
