#168 Themable taskbar & taskpanel elements

This patch adds new configurable elements via theme files
-TaskBarHeight Height in pixels of Taskbar
-TaskButtonHeight Height of buttons in Taskbar
-TaskButtonWidth Width of taskpanel buttons
-TaskButtonSeparatorSize Distance between buttons in
taskpanel
-TrayPanelUseBgPixmaps Use background pixmaps in tray

Option TrayPanelUseBgPixmaps=1 in default.theme (or in preferences globaly) don't works (or scaling *.xpm). In my own theme I was made all tackbar's pixmaps MacOS_X-like, but in systray area only kde theme's color background.

P.S. Icewm 1.2.30 with this patch
