disabling focus stealing prevention

Hello,

I use icewm 1.2.27 compiled from source. Sometimes when a program want
to raise a window, the windows is not raised but the corresponding tab
blink in the taskbar. I would like to completely disable this feature
and let the program raise windows as they want. Is it possible?
