#910 no build with guievents

The 1.3.8 version of IceWM does not compile when the option is enabled: --enable-guievents. The error shown is as follows:

wmmgr.cc: 2240:9: error: 'wmapp' was not Declared In this scope
wmapp-> signalGuiEvent (geWorkspaceChange);
