The DTD for the sql-map-config file lack the
<settings> element.

On page 10 in the pdf for beta3 it is documented how to use the settings.

  It seems to be there if you check www.ibatis.com/dtd/ I think you can confirm.
  
  If you're having trouble with your IDE, it may be caching the DTD (e.g. IntelliJ IDEA). You'll need to refresh it. Check with your IDE docs.
