Michael has a wx-derived client, iaxcomm, which implements a phone book.

I haven't been able to build it yet, but I'll commit it as-is, so people 
can try it under windows (my Win32 build environment is broken at the 
moment).

There are instructions in the README about build requirements.  Maybe 
Michael can send me or the list a Win32 binary, and I'll put that on the 
website.
