IAX2 is currently a late stage draft. I suppose it will be promoted
to RFC status sometimes in the future.
It will probably never reach the level of popularity of SIP. There
are quite a few applications that support it though, so it is not
entirely unknown...

Asterisk is the canonical IAX2 server. Yate is an alternative, but I
have no experience with it, so I'm not sure how good it is.
There might be others as well.
