#1 unable to patch teh cistron ;(((

Would you please explain how to patch the cistron
1.6.4 with the radius.diff you provided.
I've tried it on mine and it says:
Hunk #1 FAILED at 177
1 out of 1 hunk FAILED saving rejects to file
radius.h.rej

patch **** mailformed patch at line 989:
diff -urP radiusd-cistron-1.6.4/src/./tools/chg.c

What is wrong? I am using the GNU patch-2.5.4-4 on
updated RedHat 7.0...
