#1 overrides for jde don't get set

jde looks at the properties on a customizable var to
determine if it should set it in each buffer. Only
properly set vars are set in jde buffers.
Thus, customize-set-variable doesn't propogate to a
jde buffer. It is neccessary to use custom-set-
variables, but this will cause it to be saved in the
users .emacs next time they save the state of any
other variable.
Can't see a way around this at the moment and may just
have to live with it.
