#69 Reverse Order of "Create new position" and "create new sub-debate" in drop-down menu in tree view

Debates are "higher" than positions, metaphorically. Every time I right click on a debate (or whatever) in the tree view in order to create a new debate under that thing, I instinctively select "create new position under this debate" because that option is listed higher than "create new sub-debate under this debate." Then I have to delete the position and create a debate. I think it would be more intuitive if "create new sub-debate under this debate" were listed above "create new position under this debate" because debates are "higher" than positions and so the debate option should be higher in the context menu. Obviously this is mere personal preference and it is hardly a matter of any importance either way.

I have committed this change to the GitHub repo, and it will be implemented in the next release (v1.28).
