#42 Work record does not save changed order of Sub-works

What I did
1. Create a Work record.
2. Create two sub-works labelled 1 and 5.
3. Save and quit.
4. Weeks later, create six more sub-works labelled 2, 3, 4, 6, 7, 8.
5. Right-click sub-work 5 in the Sub-works tab of the Work record.
6. Click "Change order".
7. Move sub-work 5 to its proper position by repeatedly clicking "Move Down".
8. Click OK in the dialog window.
9. Click Accept Edits on the Work record.
10. Click Save to XML.
11. Close Hypernomicon.
12. Wait for Google Drive to finish syncing.
13. Open Hypernomicon.
14. Sub-work 5 is now back in its original (wrong) position, between sub-works 1 and 2.

    Good catch. That shouldn't be too hard to fix. I can probably take care of that for the next release.

    From looking at the code, I can determine that this bug also occurs in one other place, the list of divisions on the Institutions tab. Fixing one should simultaneously fix the other.

    Development and testing for this fix is complete. It will be included in version 1.24.
