I'm a legal philosopher and try to figure out, where should I keep entries concerning legal statutes and court cases. Should I use notes or works folder? Is it possible to consider an institution as an author? (it would be useful not only for court cases, but also for reports of research institutions)

I don't have experience keeping track of statutes or legal cases, but I think there are a couple of options. You could treat them as Position records under Debate records that describe the general problem or situation being addressed by the statute or case in question. To disambiguate these from philosophical debates/positions, your Debate records could branch into "Philosophy" and "Law" just under the "All Debates" record. This way you could include argument records under statutes or cases.
Using note records would be another option. This would be better if you tend to have a bunch of files you want to keep track of that are associated with them; you can create a folder for the note in question to keep such files. You could also combine both of these strategies, since it is possible to link note and position records together (this will be demonstrated in the 3rd tutorial video that is planned). Those are my immediate thoughts but there could be other possibilities.
Thank you for the suggestion of using an institution as an author! For a long time, I have thought about the possibility of grouping people more generally and using such "Group" records as an author, and maybe making institution records be one type of "Group" record among others. (In fact, under the hood, there is a "Person Group" record type but it hasn't been implemented in the user interface yet.) This is definitely a feature enhancment that could happen in the future.
