[hlx] another potential release

Hello all:

After a dormant period, I have tried to fix the syntax-mismatch bug
that was resulting in spurious and mismatched <p> tags.  I have not
made this into a new release yet (2.9 will be next), and would like
some other eyes to look with mine.

The current version in CVS of hyperlatex.el and siteinit.hlx both need
to be part of any test.  The rest of everything hasn't changed much.

For whoever knows about html validators, the documentation on
hyperlatex.sourceforge.net is generated with the new version.
