Hi Roy,

It looks like the HQ database is not running.  When starting the HQ server from the command line you need to start the database separately using db-start.bat.

If you run the HQ server as a service it will automatically start the built-in database for you.  You can install the service using hq-server.exe -i, then start HQ from the service control manager.
