Change to file monitored through "Config Tracking" does not fire alerts

Configured 49er configuration tracking at Platform to monitor file /opt/test/testconf.conf. A "while true" loop changes file (appends new line) every 600 seconds. Change is recorded in Events Tracking section of Monitoring page as expected, but fails to cause alert to fire. Alert is set to fire at "ANY" event, and does fire as expected for log tracking events (like system login).
