We will include sigar-amd64-winnt.lib in the next release.  In the meantime, you can grab it here:

There's also an issue with the 1.6.4 src distro missing a file required for windows, which will also be fixed in the next release.  If you do want to compile from source, you can use git to checkout the sigar-1.6 branch, see: http://support.hyperic.com/display/SIGAR/Home#Home-download
