Hi Warren,

That file is not under revision control, it is generated as part of the build process.  We've made some fixes since 1.6.3 to the python build, try checking out via:

svn co http://svn.hyperic.org/projects/sigar_mirror/trunk sigar
or
git clone git://github.com/hyperic/sigar.git sigar.git

cd bindings/python
python setup.py build
