Look like there are something more to be done to get i18n going.

After building the source code, and made the following changes:
1. Modified the /web/portal/MainLayout.jsp (<html:html locale="true">
2. Create an new ApplicationResources_jp.properties
3. native2ascii -encoding utf-8 ApplicationResources_jp.properties /converted/ApplicationResources_jp.properties
4. Copy the converted ApplicationResources_jp.properties to /web/WEB-INF/classes
5. Changed <%@ page language="java"> to <%@ page language="java" contentType="text/html; charset=UTF-8" %> in each JSP

It turns out that only Login.jsp can display the Japanese characters, when logon, all the other pages display ??? no matter you change charset settings in browser.

Is there some other tricks to get i18n going?

Might not be related, but to get our site to use i8n, we had to upgrade our postgres 7.4 DB's to 8.x and/or re-create our 7.x DBs with i8n support.

May or may not help. YMMV.

So it's selecting the correct bundle to display, but the problem is  
in the decoding?

Does the ApplicationResources_jp.properties look correct after  
native2ascii encoding?

Maybe you should attach your ApplicationResources_jp.properties so  
that other people can try it out?

Hi Zuo,
I will be looking into this issue. I'm going to be running localization tests to try to recreate the issues that you described. I will add steps on how to do a complete localization of HQ to our Wiki pages. Thank you and if you can send your ApplicationResources_jp.properties file to us it would be a great help in debugging.

Actually I did the following:
1.Modified the /web/portal/MainLayout.jsp (It should be <html:html> rather than  <html:html locale="true">)
And add the line at the top
<%@ page language="java" contentType="text/html; charset=UTF-8" %>
2. Modified the /web/common/Login.jsp, /web/common/Header.jsp, /web/common/Head.jsp,
Changed <%@ page language="java"> 
to
<%@ page language="java" contentType="text/html; charset=UTF-8" %>
3. Create an new ApplicationResources_jp.properties
4. native2ascii -encoding utf-8 ApplicationResources_jp.properties /converted/ApplicationResources_jp.properties
5. Add one filter to configure the encoding of request, I will send the source code to you.

It turns out that the layout is localized, however, in some pages like RecentAlerts.jsp, it still displays ???

I've been able to recreate the problem that you described by using your files. I've sent a bug report to engineering and we will get a fix in a future release.
