#975 [HHQ-1840] User with create role gets unauthorized response

Can't approve a platform with a user that has create role, its giving Unauthorized response.


I was able to approve this platform with the same user from UI (see here http://10.0.0.5:7080/Resource.do?eid=1:10004)
