#960 [HHQ-1816] Duplicate alert notifications

Several reports of duplicate alert notifications being sent for the same alert. In most cases, a single alert will trigger two identical email notifications to be sent to each recipient. When this happens, duplicate notifications are also sent on recovery. This does not happen in all cases and I have not yet identified a common factor in cases where it is happening.
