#4588 [HHQ-4533] Performance issues with MetricsNotComingInDiagnos

In environments with many metrics not coming in, the diagnostic can take minutes to complete. This is not acceptable given that it runs every 10 minutes.

Options are to either speed it up, or make it available via HQ health only. I don't really see the need for this information in the logs every 10 minutes.

Workaround is to disable all diagnostics via -Dorg.hq.diagnostic.interval
