#454 [HHQ-1491] Alert Center should not display contents, franken

The Alert Center gradually displays itself and assembles into the correct structure. However, the intermediate stages of this are very unpleasant to the eye.

The AlertCenter's index.gsp should use the dojoTabPane and dojoTabContainer like the health plugin does, to correctly assemble the contents.
