#4536 [HHQ-4427] Need Silent installer to also support silent upgr

Currently, when we use the silent installer configuration file to upgrade HQ without user interaction, it upgrades only the HQ DB. Does not collect information in the file for previous install location and thus does not transfer any config file or ehcache or license file into the new location.

Since upgrades are more frequent in large environments and manually copying the flat files is not recommended (we could lose important updates to the ehcache or conf files in the new build), the silent installer needs to also support silent upgrades
