Issue:
If a hq-server method takes longer than an acceptable duration, the server logs a message from PerformanceMonitor about this method.
In 4.3, this value was 60000 ms per tweak.properties (and tweak.properties was an editable file). In 4.5, the value seems to be embedded in hq-server jar and so no longer configurable.
Per Holly, in the code it's set to 5 mins in aop-context.xml

This value being 5 mins is blocking detailed logs for performance tests where indicator pages are taking longer than 3 mins
