#4440 [HHQ-4274] Alert Intermittently Fires Twice

1. Create a new availability alert where availability > 0% with default options


2. Allow alert to fire

Expected result:


One alert should be created

Actual result:


Two alerts are created

Seemed to only do it for the first alert, but after letting the alert fire for awhile I see it happening from time to time.
