Per Scott, the in memory data points are added to a file when server is shut down. And during upgrade its not carried over to the new server

So, if a server was backlogged before an upgrade, then all these data points from metrics and availability during that time are lost after upgrade.

Unclear if it's regression or existing behavior and cannot quickly check on 4.3 since it involves backlogging the server.
