#4359 [HHQ-3897] Initiating a Control Action when none is selected

Under the control tab for a tc runtime instance is the GUI element shown in screenshot 1. Clicking the green button to initiate an action without first choosing an action clears the controls from the screen, as shown in screenshot 2. You have to refresh the screen to get the controls back.
