#4296 [HHQ-4138] Roles are not seen by other users when a super us

Roles are not seen by other users when a super user (other then hqadmin) creates and assigns those roles to the super user.

Repro Steps:

I created a new user(superdude) and placed the user in the Super User Role


I logged in as superdude


I created 2 roles (with varying permissions)


I assigned superdude to the new roles


I went to add the 2 new roles to another user and they were not in the list.

I then removed superdude from one of the new roles.


I went back to add the roles to the other user and the role I removed superdude from was there.

The key seems to be being in the same role that you are trying to add.
