#4189 [HHQ-4060] Add --groupId option to metricData list CLI comma

Currently the metricData list command supports --resourceId and --metricId as inputs. This RFE is to allow --groupId to also be specified.

As in HHQ-4059 the outputs should be in CSV format and obey the --formatDates option
