Baseline alerts don't fire until HQ is restarted when alert is defined prior to baseline being set. Steps to reproduce.

1-Define an alert that will fire based off percentage of a baseline (prior to baseline being set)


2- A message will appear when defining the alert that states "Alert may not fire until baseline is set"


3- Manually set the baseline.

The alert does not fire until HQ Server is restarted.
