#4122 [HHQ-3990] Inconsistency with 32 and 64 bit support on Windo

I imagine this has already been logged, but I couldn't find it, so...

In Windows 2008 if you install the agent under a 64 bit JVM it will detect a tc runtime running under either a 32 or 64 bit JVM.

If you install the agent under a 32 bit JVM it will only detect a tc runtime running under a 32 bit JVM.

This should either work both ways, or we should document the limitation - if this has already done then please point me in the right direction! Also if this is a tc runtime issue let me know and I'll create a corresponding issue.
