#4083 [HHQ-3231] Add option to list alertdefinitions by parent pla

When managing alerts on a per-platform level, it would be helpful to be able to list alert definitions by the parent platform. This option would include alerts defined on the platform as well as all servers and services serviced by that platform.

This API will likely require a new finder method in HQ to be performant.
