#3981 [HHQ-3741] Improvement request for ntp plugin

* Improve the ntp plugin to indicate number of reachable peers per each status


* Improve the ntp plugin to indicate the percentage of reachable peers in each status


* Improve the ntp plugin to indicate the stratum (as seen in the output of ntpdc -c sysinfo)


* Improve the ntp plugin to indicate the precision (as seen in the output of ntpdc -c sysinfo)

This will allow admins to detect failures internal to NTP.
