#1895 [HHQ-2221] RLE not overwriting backfiller data correctly

When a network outage occurs, the backfiller will run and backfill with unavailable to the RLE table. Once the network is restored, the agents' spooled data come in and we would expect ot see the previous unavailable data points to be cleared out. However, this was not the case with CloudStatus when we experienced it.
