#1890 [HHQ-2222] Add a Plugin Manager section into the HQ UI

When an agent starts by default, it loads every plugin unless you put plugins.exclude in the agent.properties file. It would be easier to be able to have a page in front of you with all the plugins loaded for an agent and you have the ability to select or deselect plugins to load from HQ. You could also just restart the agent right from Hyperic if you needed to for a plugin to be loaded.

For updating agents, it would also be great that if you wanted to manually push out an upgrade for an agent, you could choose whether to maybe load a new plugin for just that machine or keep the existing configuration.
