#1885 [HHQ-2215] HQ Server does not re-establish database connecti

If the HQDB is shut down or crashes while the HQ Server is running, the server will not re-establish connection with the database when it comes back. Currently, you need to restart the HQ Server in order to re-establish the connection. This should not require a restart and should be automatic.
