#1809 [HHQ-2] Browser focus is inconsistent, causing erratic behav

On several pages throughout HQ, checking a box and hitting the enter button results in unexpected behavior. One example brought to my attention by a customer is that when you are on the Metric Data page for a single resource and check some metrics, then press enter you get charts for the selected metrics. On a compatible group Metric Data page for the same resource type, if you check metrics and press enter, the selected metrics are disabled. The behavior should be more consistent and perhaps disable should never be the default behavior.
