#1710 [HHQ-1221] Preserve value of org.hyperic.lather.maxConns dur

This is leftover from HHQ-90.

The org.hyperic.lather.maxConns parameter is not kept between upgrades. Ideally we should remove this setting alltogether. It should be auto-calculated based on the database pool size.
