#1557 [HHQ-2101] Agent with built-in jre requires JAVA_HOME or HQ_

With build #717 the agent start is failing with no HQ_JAVA_HOME or JAVA_HOME set error. But for built in jre this should default to that jre.

C:\HQ\HQ-4.0.0-EE-717\20080515\agent-4.0.0-EE\bin>hq-agent.bat start


JAVA_HOME or HQ_JAVA_HOME must be set when invoking the agent
