#1517 [HHQ-2064] Adding a file to config track requires agent rest

When you initially configure a resource like a platform with files to be tracked for config track, everything works as expected. However, if you add another file to that configuration, the new file will not be tracked for config changes until the agent is restarted. This config change should take effect without an agent restart.
