#1488 [HHQ-2052] Cannot Create Application in build 709

Steps to Reproduce:

Go to Browse Resource page


From Tools Menu,select new Application


Enter the name and click ok

Actual Results

Page is not dismissed and application is not created

Note:No errors in server log or UI
