#1451 [HHQ-2037] Implement portable ping latency plugin

Both the InetAddress Ping and ICMP Ping plugins available today do not measure actual packet latency. Attached is a plugin that works on most Unix platforms, but requires perl and the ping utility. Request is for a Java version that is portable across platforms.
