#1390 [HHQ-2014] At least 2 dashboard are available when creating

 When a user login's for the first time, they are prompted to select between dashboard view. At least 2 dashboard are available when creating a new user and assigning it to a role. Would like only one default view to be listed.

Example:


-Create Role ViewOnly


- Create User ViewOnly User and assign it the ViewOnly Role

When user logs in, he is prompted to choose between ViewOnly dashboard and ViewOnly role dashboard. User request to be able to create a default dashboard when creating User\Role and not have users assigned to this role be prompted when logging into the UI for the first time
